## Tools
- pflichten(land, taetigkeit): obligations for DE or LU plus EU-wide, filtered by activity (website, online_handel, rechnung, werbung, ki_kontakt, gruendung). Fields: pflicht, grundlage, quelle, geprueft, pruefstand (belegt = checked against the legal text).
- rechnung_vorpruefen(rechnung, land="DE"): missing mandatory invoice fields under § 14 (4) UStG.
- werbung_vorpruefen(kanal, empfaenger, einwilligung_belegt, bestandskunde): whether email/phone marketing is allowed under § 7 UWG.
- ki_hinweis(firma, sprache): AI disclosure text under EU AI Act Art. 50(1) (de, fr, en, lb).
- vat_pruefen(ust_id): live EU VAT number check via VIES.

## When to use
Before an agent sends an invoice, sends marketing email, places a sales call, starts talking to a consumer, or publishes a website for a business in Germany or Luxembourg.
